Canada’s government posted a budget deficit of CAD 8.0 billion in November 2025, compared with a deficit of CAD 8.2 billion in November 2024. This shift reflected a CAD 0.4 billion decrease in revenues, driven by lower pollution pricing and GST, while income tax provided partial offsets. Program expenses, excluding net actuarial losses, fell by CAD 1.1 billion, reflecting lower pollution pricing proceeds returned and lower direct program expenses, partly offset by higher major transfers to persons and provinces. Public debt charges rose CAD 0.4 billion as higher CPI adjustments on Real Return Bonds and higher average interest rates on marketable bonds outweighed lower rates on treasury bills. For the April to November 2025–26 window, the federal deficit reached CAD 26.4 billion, up from CAD 22.7 billion in the same period a year earlier.

Index heavyweight Vale rose 2.7% as iron ore found support, while banking giants Banco do Brasil, Santander Brazil, and Bradesco climbed roughly 2% each, benefiting from the removal of trade specific legal uncertainty. However, Petrobras dipped 0.7% as oil prices pared gains, and Ambev fell 1.1% on consumer concerns. Despite a soft US GDP print of 1.4% and sticky 3% core PCE inflation keeping the Fed on guard, the Brazilian benchmark posted a strong 2.2% weekly gain.

The S&P/TSX Composite closed at a record 33,818 on Friday, after adding 0.7% to secure a weekly gain of over 2% after the US Supreme Court struck down President Trump's global tariffs. The ruling triggered a relief rally for trade-exposed firms, with Constellation Software and industrial leaders gaining over 3%, while Shopify rose 1.9%. Mining stocks led the charge as Lundin Mining soared 10.9% on upbeat results, and Wheaton Precious Metals jumped 3.3%. Financials also finished strong. BMO and Royal Bank added around 1% to outweigh concerns over a soft 1.4% US GDP print and sticky inflation. Conversely, energy producers like Suncor and Imperial Oil fell around 2% as oil prices pared weekly gains despite a 9 million barrel drop in US inventories. The benchmark capped its best week since January as the removal of tariff uncertainty and a late-session surge in materials eclipsed the threat of a new 10% global levy announced by the White House shortly before the close.
